Stir together flour, the 3 tablespoons sugar, the baking powder, and 1/2 teaspoon salt.
Cut in butter or margarine till the mixture resembles crumbs.
Add water, a little at a time, till all is moistened.
Form into a ball.
On lightly floured surface, roll dough to fit a 9-inch pie plate.
Fit into pan, trim 1/2 inch beyond edge of plate, then flute edges.
Set aside.
In large mixer bowl beat cream cheese, the 1/4 cup sugar, and the cinnamon.
Gradually add honey, beating till smooth.
Add eggs, beat just till blended.
Pour into prepared pastry.
Bake in 350° F oven about 1 hour and 10 minutes or till set.
